Also, according to G. Pete, there really is no good reason why they're greasers because "punks" were in the game and got cut and the rationale was "well theyre kind of too close to bullies and townies" which greasers are kind of even closer to.
I think the reason greasers were kept while punks got cut is that Rockstar was doing an ironic funny, secondly, and primarily to mask some of the more transgressive content with absurdism because "how can you take x seriously when greasers are randomly still a thing" because I think a version where "greasers" were "punks" instead would be taken exponentially more seriously such that its reputation would be completely different.
