Off-the-top of my head, the only characters with strong midwestern accents on the show are female for whatever reason. Part of that "whatever reason" is that they gave the stereotypical redneck an inexplicable Southern accent because that's more universally "funny." In gently running my brain through old South Park characters, I'm reminded of Officer Barbrady and that they just stopped using him for basically no reason. If The Simpsons's main vice is doing random shit that feels out-of-place for the characters then South Park's is getting bored of characters for no real reason that you just give them the boot even though they could just serve a utilitarian purpose in a story without needing to be "funny."
